In June, the World Meteorological Organization (WMO) announced the onset of El Niño, which could potentially develop into a "strong El Niño." This event will further drive up global temperatures, compounding the risks of extreme weather events such as heatwaves, droughts, torrential rains, and floods. This July, the United States was struck by a severe heatwave, making it the hottest month on record for the contiguous 48 states. Earlier in May, Yujing District in Tainan, Taiwan, recorded an extreme temperature exceeding 40℃, with heat-related injuries reported in 342 individuals in that month alone. Predictably, extreme heat will impose increasingly severe health impacts in both Taiwan and the U.S. Amid these heatwaves, protecting vulnerable populations and non-standard workers—especially low-income outdoor workers and athletes—demands far greater public attention. Furthermore, building a robust heat adaptation and protection network requires localized strategies tailored to community needs, alongside a strong gender perspective. To address these challenges, this association is hosting an exchange of experiences between Taiwan and the U.S. Together, we aim to discuss how to create thermal-just communities and cities for vulnerable groups—including non-standard workers—and mitigate the risks of extreme heat.
