Offshore wind is a critical component of national energy security, providing reliable, affordable, utility-scale power generation to power the U.S. economy. Properly executed, it can also support the national security apparatus with new eyes and ears in the ocean. As European nations rapidly integrate defense and surveillance capabilities, such as radar, hydrophones, and ship detection, into offshore wind farms and marine infrastructure, U.S. policymakers face a critical awareness gap regarding dual-use technologies. Central to this initiative is examining the financial, legal, and operational risk profiles associated with dual-use energy assets. Transforming clean energy infrastructure to serve dual civilian and national security functions introduces complex questions surrounding target categorization, liability, asset valuation, and underwriting standards.
