​Join national governments, international institutions, industry leaders, and initiative partners for the global launch of Blend Better Cement, a campaign focused on blended cements as the fastest solution to cut cement and concrete emissions this decade. ​Cement and concrete are indispensable to housing, infrastructure and the energy transition - the second most consumed material on the planet, after water. Their production accounts for ~8% of global CO₂ emissions. Blended cement, using supplementary cementitious materials (SCMs) can reduce emissions per tonne of cement by 50% and beyond. ​As construction demand grows in emerging and developing economies, blended cement offers countries a major opportunity to meet rising infrastructure needs, while building domestic cement production, cutting reliance on importing clinker, and driving green industrialisation. ​In alignment with Declaration de Chaillot, the UNEP-hosted Intergovernmental Council for Buildings and Climate (ICBC) launched the ICBC Call to Action on Blended Lower Carbon Cements and SCMs at COP30 in Belem, Brazil. This Call to Action sets out a practical pathway for governments to accelerate blended cement deployment and use through standards reform, lower-carbon public procurement and collaboration with industry. Already acknowledged by ten countries across Europe, Africa and Asia, the Call to Action reflects growing international momentum to scale blended cement as a solution for industrial competitiveness, resilient infrastructure and low-carbon growth. ​This event will formally launch Blend Better Cement, a campaign to implement the ICBC Call to Action. Bringing together ICBC leaders, champion governments and initiative partners, the session will showcase progress already underway, identify the policy, regulatory and market levers required for scale, and strengthen a growing coalition committed to turning proven solutions into market transformation ahead of COP31 and COP32.
