It represents a new financing mechanism, a verified certificate registry, and forward-purchase commitments from corporate buyers, built to make responsible e-waste processing in Africa commercially self-sustaining rather than donor-dependent. The panel deliberately includes the financial infrastructure (Bloom ESG's registry) and the sector specific certifier (E-Stewards), along with the operational reality on the ground (e-waste processors, software providers, and auditors).
