Emissions Markets Accelerator Panel: Advancing Market-Based Environmental Regulation in the Global South

The Emissions Markets Accelerator (EMA), a partnership between the Energy Policy Institute at the University of Chicago (EPIC) and the Abdul Latif Jameel Poverty Action Lab (J-PAL), will bring together government and regulatory leaders, researchers, philanthropic partners, private-sector representatives, and other international stakeholders for a focused discussion on the future of market-based environmental regulation. The session will examine the challenges governments face in regulating industrial emissions, including emissions measurement and monitoring, compliance and enforcement, institutional capacity, and the costs of achieving further pollution reductions. Panelists will discuss where emissions markets and other market-based approaches may offer a practical complement to existing regulation, and what governments need to move from initial policy interest to effective design and implementation. Drawing on EMA’s experience supporting emissions markets in India and its growing engagement with governments across the Global South, the conversation will also share emerging lessons from ongoing country consultations and explore how governments, researchers, funders, and implementation partners can work together to develop effective, locally appropriate approaches to reducing emissions while supporting economic growth.
